Laura Mercier Eye Basics. I use
Cotton but your mileage may vary.
Left eye in the photo has Eye Basics and the other is just my bare lid. See how big of a difference this is? Shadow Insurance by TooFaced is great as a primer but I never really felt that it looked this good on its own.
